Two sheets of the intentionally 'created' errors were printed and distributed with the center inverted, and the word 'Specimen' printed on the center section of the 4 cent stamp . The 4 cent value altered the convention that no living American appeared on a USA stamp. The center depicts a Baltimore & Ohio Railroad taxicab photographed before the Capitol at Washington. Two figures are seated on the front bench of the cab: one was a chauffeur and the other was a passenger agent of the railroad named Samuel P. Hege. | |
